Transition to Adult Living Supervisor
Position Title: Transition to Adult Living Supervisor

Reports to: Refugee Foster Care Program Manager
Hiring Range: $22.50-$30.00/hr DOE

Primary Function of Position
As the Transition to Adult Living Supervisor, you will assume primary responsibility for ensuring that all Transition to Adult Living services comply with state and federal regulations as well as the policies and procedures of the Refugee Foster Care program. You will supervise the Transition to Adult Living team, providing guidance and oversight to support youth in their successful transition to independence.
Major Position Responsibilities
- Program Oversight: Hold overall responsibility for the Refugee Foster Care Program's approach to preparing youth for adulthood and long-term self-sufficiency.
- Staff Supervision: Oversee the hiring, training, and job performance of the Transition to Adult Living team.
- Workload Management: Ensure caseloads and responsibilities are distributed equitably among staff, based on youth needs and staff capacity.
- SIL Program: Assess the implementation of the Supervised Independent Living (SIL) program and make improvements as needed.
- Education Funding: Ensure that Educational Training Vouchers (ETVs) are administered in compliance with federal policy.
- Life Skills Development: Lead quality improvement efforts for the Life Skills Curriculum, including assessment and documentation practices.
- ORR Reporting: Ensure all ORR reports pertaining to aged out and reunified youth are submitted accurately and on time according to state and federal guidelines.
- Team Participation: Actively participate in weekly staff meetings for the Foster Care team.
- Team Leadership: Conduct monthly staff meetings with the Transition to Adult Living team to review progress, challenges, and program goals.
- Individual Supervision: Meet one-on-one with all direct reports at least once a month to provide supervision, guidance, and support.
- Other duties as assigned.
Work Environment
- This position is in a professional office environment using standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
- Some local travel may be required.
Physical Demands
- This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets, and bend or stand as necessary.
- This role includes driving locally.

- Technical Proficiency: Proficient in Microsoft Outlook and other computer applications necessary to maintain case files, documentation, scheduling, and professional correspondence.
- Leadership and Role Alignment: Ability to carry out supervisory and programmatic responsibilities as outlined in the position's scope of work, with a focus on accountability, consistency, and team support.
- Personal Qualities: Personal qualities of openness and respect for co-workers and clients, compassion, and graciousness in helping clients to assess and face their situations and to accept assistance.
Education, Training, and Experience
- Bachelor's degree in Education, Social Work, or a related field from an accredited institution or equivalent experience.
- Supervisory experience with demonstrated ability to lead and motivate a team.
- Experience working with multicultural and refugee communities.
- Experience conducting independent living skills training with youth.
- Experience advocating for youth in school settings.
Background Screening Requirement
- Must pass a national BCI/FBI background check.
Licenses, certifications, and credentials
- Current Utah driver's license, proof of auto insurance with minimum policy liability limits of $50,000 per person and $100,000 per incident, 21 years of age or older, a clean driving record, and ability to meet CCS vehicle safety requirements.
Position status and expected schedule
- This position is scheduled to work around 40 hours per week from Monday through Friday between the hours of 8 AM – 9 PM. Occasional weekend on-call hours will be needed for emergency response.
